cjkelly1, thank you for acknowledging the issue. The problem being fixable, I'm sure it can be resolved when the repository system manager realizes a problem exists and gets around to fixing it.
Rarified knows its an issue, and it's something to do with the integration between the repository and the Atlassian tools. I'm not sure of the exact details, since I'm not privy to the guts of the OU system.
