Actually dots per inch and pixels per inch are very different depending on what kind of printer you have, however, this is a contest for a design that will be used within a video game, so I believe GD meant to use the term pixels per inch.
They are easily confused, especially if you work in an environment where they are both used frequently.
Edit: I think they are giving us such a big size so that they can easily convert the design to the texture format for UL. It is always easier to shrink something than enlarge.
