Would it be possible to create a new D'ni neighborhood people can join other than Bevin, or would neighborhood instancing be the only way to have an age a whole neighborhood can visit?

Furthermore, how much freedom will we get in instancing fan-made ages? Will we be able to choose if they're public, private, or hood-instanced, or have all three types for a single fan-made age?

Technically it is possible to make any age the parent for a set of child ages, but you would have to set up your own joining system in order to add multiple owners.

Setting up ages for different instancing types than private is a challenge though. It is not something a writer can simply pick. Instancing has to be set up from within the age you initially link from (possibly a fan age nexus or library). If it is done well and doesn't blow up the vault I see no reason why we shouldn't have that freedom.

And once the server code is open sourced there will be no limits as to what can be done on fan run shards.

You forgot one instancing type: sub ages, my favorite. That is the type you can visit together with anyone who links there from the same age instance (think Delin/Tsogal or Er'cana silo).
