Towards the end of the video, which is extremely clear and sharp, @ the 5:49 time frame - that's a long way to go to turn a wheel.

That walkway's been closed for a loooong time, the videos showing the broken parts of the path were taken by hikers who'd jumped barriers to get there.

The path before rebuilding certainly does look like something from D'ni, especially with the near lack of guard railings and gaps in the paving. I guess they got tired of waiting for the Guild of Stone Masons repair team to show up and fixed it themselves with wood.
