IC, it's to encourage the growth of luminescent algae which will make the lake brighter. Pellets that are "better" are the ones that are more nutrient-rich, which will cause more algae growth and thus more light. (I really hope the environmental impact of all this has been studied, since algae overgrowth could really affect the whole ecosystem, but I digress. ) Had this been fully implemented, presumably the lake would have gradually brightened once certain marks were hit, whether those marks were a specific number of pellets or a specific calendar date.
OOC, besides being a cooperative project to foster community, it was probably intended to be a gauge of how many people were playing actively. While it's fairly easy to monitor how long people stay logged in, giving them a measurable objective and calculating how much they participate indicates how many are actually doing the plot-tasks that Cyan has set out. If a lot of people made pellets, it would indicate that a lot of people were interested in playing the game, not just sandbox/socializing. Of course, by the time the Lake Light Project was introduced, it was probably too little too late regarding the situation with GameTap, so the eventual cancellation of the game likely does not have to do with the success or failure of this particular task, but the overall revenue.
