(you can add your KI in signature for easier contact in the cavern)

The Public City is only available after you have received your KI. See the note in your Hood/Bevin (Blue Book in your Relto (little house) Age). After you receive your KI you can visit the Nexus (front book in your Bevin's book room) and use the Nexus to visit the Public City's Ferry link and run into (if not a crowd then) a few live explorers.
After your first use of the Nexus a new yellow Nexus book will appear on your Relto bookshelf to make linking easier.
There is a private Neighborhood city also available through the Bahro tablet in your Bevin and then a brown book on your bookshelf.

Are you just looking to find people? Don't you already have a Ki? I see you joined in 2009. I will gladly speak to you if I see you in the game. I think it is very hard to make friends in this game.

I wouldn't say it's hard to make friends as much as it is to find friends. Since there are people from all over the planet in different time zones, it's difficult to get people together at the same time.

Using KI time (Mountain Standard/Daylight Savings Time), your best bet is in the afternoon.
