So, from the very beginning of the URU content there is a place for the touch tablet stuff later found in End Of Ages. Do you know of any other places where scratched in symbols just appear?

Completely missing the point, which is that symbols appearing from nowhere make no sense.

There do exist some areas in EoA where you can see scratched symbols. Perhaps you have the following in mind:

Not End Of Ages content I'm asking about things like the symbols on the imager in the cleft but are there any examples of places in early URU content where scratches just appear?

Maybe if the textures were intended to be seen at a lower resolution, like if the game was planned as a console game and that texture resolution was THE texture resolution then the symbols on everything could be intended to be understood. Just an idea from the texture recognition from the game kinda pointing towards the game needing to have been released on the Wii U.

But, you know, the Ubisoft-cyan-urucontent situation makes even less sense than the tablets to you.
